INCLUDE Knowledge Platform, in collaboration with the African Group of Negotiators (AGN) and in partnership with AU ECOSOCC and ECOWAS, is inviting Expressions of Interest for the position of Thematic Analyst within the African Climate Negotiations Situation Room during COP31 in Antalya, Türkiye. The Situation Room is designed to provide real-time analytical support to African climate negotiators by monitoring negotiation developments, analysing negotiation texts, preparing rapid evidence-based briefings, tracking bloc positions, and supporting informed decision-making throughout the conference.
Details
  • Number of positions: Six, with one Thematic Analyst appointed for each thematic priority area.
  • Contract duration: August to December 2026.
  • Preparation phase: Remote work from August to October 2026.
  • Duty station during COP31: Antalya, Türkiye, for the full duration of the conference (9–20 November 2026).
  • Successful candidates will also contribute to the post-COP evaluation report and the development of the permanent Situation Room architecture.

  • Climate Finance, particularly Adaptation Finance.
  • Mitigation and Fossil Fuel Transition.
  • Article 6 Carbon Markets.
  • Technology Transfer.
  • Just Transition.
  • Remuneration will be commensurate with the responsibilities of the role, with full details provided to shortlisted candidates.

Eligibility Criteria
  • Demonstrated expertise in the thematic area applied for, including familiarity with relevant UNFCCC decisions and negotiation history.
  • Previous experience supporting or following UNFCCC negotiations as a negotiator, technical adviser, researcher, or civil society/observer analyst.
  • Ability to read, interpret, and rapidly summarise complex negotiation texts and proposed amendments.
  • Strong analytical and writing skills, with the ability to produce concise, decision-ready briefs under time pressure.
  • Familiarity with the African Group of Negotiators' coordination structures or the ability to learn them quickly.
  • Excellent written and spoken English. French is considered an advantage.
  • Direct experience in the selected thematic area at one or more previous COP conferences is strongly preferred.
  • Familiarity with the political dynamics of negotiating blocs such as the European Union, BASIC, the Least Developed Countries (LDC) Group, AOSIS, and the Arab Group is an advantage.
  • Experience working in fast-paced analytical environments is preferred.
  • A research or data analysis background is desirable.
  • Availability to participate in remote preparation activities, the pre-COP simulation exercise, the full COP31 deployment in Antalya, and post-COP reporting activities.
